The Community Planning and Capacity Building (CPCB) Recovery Support Function (RSF) assists local, state, and tribal governments in long-term disaster recovery by enhancing planning, organizing resources, and strengthening capacity. It unites federal, private, and nonprofit partners to assess impacts, develop recovery strategies, and improve community resilience.
The CPCB RSF supports 1) the assessment of overarching disaster impacts, 2) the evaluation of local plans to guide post-disaster recovery efforts, 3) the establishment of local recovery structures, 4) the development of post-disaster recovery plans, and 5) identification of resources to increase local capacity. Examples of activities the CPCB RSF can support during a community’s long-term recovery efforts include:
Facilitate cross jurisdictional and cross RSF information sharing.
Help identify funding sources for pre-disaster mitigation and post-disaster recovery activities.
Provide technical assistance on plans, policies, and projects to support local community development (includes pre- and post- disaster recovery planning support).
