The Incident Support Model is a FEMA-defined Emergency Operations Center (EOC) structure designed to support on-scene responders by focusing on coordination, resource tracking, and planning. It differs from the Incident Command System (ICS) by organizing EOC functions into situational awareness, planning, logistics, and resource management to streamline resource ordering and strategic support.
